Increase the proportion of trained workers to over 61%
Building and perfecting institutions to innovate and improve quality. vocational education To date, the Ministry of Labour, Invalids and Social Affairs has completed the review and replanning of the vocational education and training (VET) network to orient human resource development for the coming period, in accordance with the requirements of Resolution No. 19-NQ/TW.
The review and reorganization of vocational education and training (VET) institutions in ministries, sectors, and localities nationwide resulted in a reduction of 100 public schools in 2018-2019, achieving a rate of 161 TP3T, exceeding the target set in Resolution No. 19-NQ/TW. Reforms to the operational and financial mechanisms of VET have been implemented decisively.
Granting schools autonomy in determining annual enrollment targets based on their registered training capacity. Vocational education enrollment in both 2017 and 2018 exceeded the set targets.
The General Department of Vocational Education and Training has closely coordinated with the Department of Employment and the Institute of Labor and Social Sciences to strengthen labor market forecasting and connection, improve the effectiveness of career guidance after lower and upper secondary education; promote labor market development, innovate vocational training models, and aim for sustainable employment development.
Implement pilot programs for vocational training based on specific orders and training programs transferred from advanced countries such as Germany and Australia. Encourage improved connectivity between businesses, employers, training institutions, and workers.
To date, the proportion of trained workers nationwide has increased from 531% in 2016 to 58.61% in 2018 and is expected to reach 61.21% in 2019. The unemployment and underemployment rates have tended to decrease over the years. Income and wages have improved, and labor productivity and the competitiveness of the workforce have increased.
Enhancing professional skills for workers.
According to Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, after more than two years of implementing the National Assembly's Resolution and the Prime Minister's directives, especially the Government's decision to unify state management of vocational education and training under a single authority, the entire sector has focused intensely on this field and considers it a key task.
The goal is to increase the number of students, improve the quality of training, ensure graduates find employment, and, importantly, gain social support for vocational education and training, considering this a crucial solution to enhance the quality of Vietnam's human resources.
Minister Dao Ngoc Dung stated that all documents related to the implementation of the Vocational Education Law have been issued fully and promptly. 63 documents have been issued and, after review by the Ministry of Justice, have basically met the requirements and ensured compliance with regulations.
Regarding enrollment, while previously only 601 students per three years met the set target, vocational training enrollment has exceeded the target in the past two years, especially in 2018 when it reached 1071 students per three years. By the end of June 2019, the enrollment rate exceeded the same period in 2018 by 151 students per three years. Many schools have now completed their enrollment targets, and encouragingly, the entrance scores for many schools reached 14-15 points.
Efforts to strengthen the connection between businesses and schools are also being implemented vigorously; most schools now sign agreements with businesses and set output targets. It is expected that in September, the Prime Minister will organize a large-scale national forum related to improving the professional skills of Vietnamese workers.
“In particular, the quality and effectiveness of training have improved significantly. The 2018 graduation results, based on evaluations, show that 851 students from vocational schools found employment after graduation, an increase of 51 compared to 2017. However, we are aware that this is only the initial result, and we will strive even harder,” the Minister emphasized.
