Accordingly, the draft circular amending the regulations stipulates that students graduating from lower secondary school and continuing their studies at the intermediate level will only be exempt from tuition fees if they have not previously studied at other levels of education.
The Ministry of Labour, Invalids and Social Affairs has submitted a report assessing the impact of the policy, outlining the reasons for this amendment. According to the report, Circular No. 9 did not specifically guide the target group of "Graduates of lower secondary school continuing their studies at the intermediate level," leading to differing interpretations among ministries, sectors, localities, and vocational education institutions.
Some vocational schools and colleges have collaborated with vocational education and continuing education centers and high schools to recruit and organize intermediate-level training for students currently enrolled at these institutions, while simultaneously applying a tuition-free policy, which is inappropriate. Consequently, after three years of implementation, some unforeseen groups that were not considered during the drafting process have significantly increased budget expenditures.
Specifically, in 2016, 171,280 students benefited from the policy with a total budget of 452 billion VND, including: 90,468 students studying at vocational education institutions (accounting for 531% of the target group), 11,332 students studying at high schools (accounting for 71% of the target group), and 69,480 students studying at continuing education centers (accounting for 401% of the target group).
In 2017, there were 216,513 students with a total budget of 665 billion VND, while in 2018, there were 224,560 students with a total budget of 842 billion VND. According to calculations by the Ministry of Finance, the state budget increased by 1,400 – 1,900 billion VND in the 2017-2018 school year and will be 2,000 – 3,040 billion VND in the 2020-2021 school year.
