Graduates of lower secondary school are exempt from vocational training tuition fees.

Dr. Nguyen Hong Minh, Director General of the General Department of Vocational Training – Ministry of Labor, Invalids and Social Affairs, stated that junior high school graduates who wish to pursue vocational training are eligible for tuition fee support according to the State's regulations. However, private schools have higher tuition fees due to practical training on modern equipment and machinery, so students must pay the difference compared to the regulations. Accordingly, upon enrollment, students must pay the normal tuition fee. Afterwards, the school issues a certificate confirming the student's enrollment and tuition payment. Students then use this certificate to process the refund of the previously paid tuition fee at their local authority (commune/ward People's Committee).

According to Mr. Dang Van Sang, Principal of Bach Khoa Vocational College in Ho Chi Minh City, vocational schools teach both general education and vocational training programs simultaneously for students graduating from junior high school. Students can choose to continue their general education studies or not. For students who choose to study general education, the program lasts three years. Students who do not study general education graduate earlier; however, because they are underage (16 and a half years old), many places often refuse to hire them.

Mr. Sang instructed the students that after completing the cultural education program, the school would issue them a certificate of completion for the high school program, which is equivalent to a high school diploma. This certificate is also a necessary condition for continuing education at the university level.

According to data from the General Department of Vocational Training – Ministry of Labour, Invalids and Social Affairs, Ho Chi Minh City has more than 50 vocational colleges and secondary vocational schools (not including short-term vocational training centers and facilities) belonging to both public and private sectors.
