For economic development, human resources are a crucial factor. To ensure a highly skilled workforce, Vietnam needs to improve the quality of training not only at the university level, but also at the vocational and college levels.
Vietnam has a relatively abundant workforce with a basic level of education, providing a foundation for vocational training and the adoption of new scientific and technical knowledge, ready to participate in domestic economic activities or work abroad. Human resources are a crucial initial factor in attracting foreign investment to Vietnam. However, to transform this workforce into a strong domestic force, Vietnam must prioritize vocational training for its workers.
Each year, Vietnam has approximately 1.2 million new workers. However, the majority of these workers come from rural areas and have not received formal vocational training. According to the WEF's 2018 report on readiness for future production, Vietnam is among the lowest-ranked countries in terms of highly skilled labor (81st out of 100).
According to data presented at the national forum "Improving Vietnamese Labor Skills" in mid-November, only 441% of employed workers in Vietnam are business owners or salaried employees. The number of people working in the informal sector accounts for as much as 561%. This partly shows that the quality of employment for Vietnamese workers is still limited, and their skill level is not yet high.

Vietnam's ranking in the quality of its workforce index remains low (81/100).
To improve the quality of human resources, the prerequisite is to enhance the quality of training not only at universities, but also at vocational secondary and college levels. In recent years, we have witnessed a shift in applications towards vocational secondary and college schools. The government has also recognized this trend and has promptly issued the project "Career education and student streaming in general education, 2018-2025".
The project aims to have at least 401 students graduating from lower secondary school (TP3T) continue their studies at vocational education institutions at the elementary and intermediate levels by 2025 (at least 301 TP3T in localities with particularly difficult socio-economic conditions). It also strives to have at least 451 students graduating from upper secondary school (TP3T) continue their studies at vocational education institutions at the college level (at least 351 TP3T in localities with particularly difficult socio-economic conditions).

Improved quality of vocational education will enhance the quality of the workforce.
Besides increasing the number of students choosing vocational training, the Ministry of Labour, Invalids and Social Affairs has implemented many programs to improve the quality of vocational training at the intermediate and college levels., General Department of Vocational Education implementation, including the "Targeted Program on Vocational Education - Employment and Occupational Safety for the period 2016 - 2020" (Decision 899/QD-TTg).
The highlights of the program are two projects: “Innovation and Improvement of Vocational Education Quality,” aiming to meet practical needs and integrate with advanced countries in ASEAN and the world; and “Labor Market and Employment Development,” aiming to improve the efficiency of connecting labor supply and demand, creating jobs, and reducing unemployment rates.

Connecting training programs with businesses enhances students' practical knowledge.
From the perspective of schools and businesses, it is necessary to focus on linking school training activities with business production activities through collaborative training models; forming innovation centers at schools closely connected to businesses. In addition, it is possible to promote the establishment of training facilities within businesses to share common resources, thereby enabling both sides to proactively understand and anticipate the needs of the labor market.
It can be said that the skill level or quality of human resources is the most decisive factor for socio-economic development in general and for businesses in particular. Improving the quality of human resources is an investment in development, a necessary undertaking in the present period and for the long term.
