TTO – The maximum loan amount for students will increase from 1.5 million VND/month to 2.5 million VND/month starting from December 1, 2019.
The Prime Minister has signed Decision 1656/QD-TTg adjusting the loan amount stipulated in Clause 1, Article 5 of Decision 157/2007/QD-TTg dated September 27, 2007, of the Prime Minister on credit for students.
Accordingly, the maximum loan amount for a student is 2.5 million VND per month. Thus, compared to the previous rate applied since June 15, 2017, the maximum loan amount for students has increased by 1 million VND per month.
The Prime Minister requests the Ministry of Planning and Investment and the Ministry of Finance to submit to competent authorities a plan for balancing and allocating loan capital, interest rate differential subsidies, and management fees for the Social Policy Bank to implement the Program after 2020 in accordance with the law.
The Social Policy Bank is responsible for lending, monitoring, and recovering loans in accordance with current laws, within the scope of the Social Policy Bank's credit growth plan assigned annually by the Prime Minister; and for balancing its own capital sources from now until 2020 within the medium-term public investment plan 2016-2020 approved by the competent authority.
This decision takes effect from December 1, 2019, and applies to new disbursements made from the date this decision takes effect.
According to the Social Policy Bank, as of August 31, 2019, the loan program for disadvantaged students had outstanding loans of VND 11,038 billion, accounting for 5.51% of the total outstanding loans, with over 414,000 customers still having outstanding loans; loan disbursements during the 2016-2019 period reached VND 6,908 billion, with nearly 199,000 students receiving loans for their studies.
This credit program has profound humanitarian significance in economic, political, and social terms, gaining high consensus from various sectors, levels, and the community. It fosters a connection between the economy and society in poverty reduction, ensuring social security, and contributing to the development of human resources for the country.
